American (USA+Canada) animation has been shit, but French anime has been okay, and Japanese anime has never been better from a technical perspective, and the story telling is going very strong even if they're not constantly surpassing masterpieces like Akira or NGE.
The problem with American cartoons is that they're run by people who hate children and hate cartoons and are only in it for the money (see CN's corporate C-suite). If you got some artists and animation nerds in there things would turn around pretty quickly.
