Turns out that people are unpredictable and messy, and that no one person knows what's best for everybody, so they have to compromise or crack down even harder, until eventually any ideals they might have had are crushed under the internally inconsistent nature of sapience and they are left with only one thing: they are in charge, and they want to stay in charge.
There are a lot of reasons people tend towards republics, and only about half of them are what you think they are.
