Kaiohken is actually really hard to pull off, and extremely heavy on the body.
It makes sense not-Saiyan characters would prefer using different techniques instead of just a super-tiring power-up.
Likewise, Spirit Bomb is for Pure of Heart people. None of the other Z-Fighters could use the Golden Cloud.
