The crew of the previous movie said if WIR was to have a sequel it would have Mario as a crucial part of the film, and WIR2 was put into production almost immediately after the first one. The rumored plot from a lot of outlets was that Ralph was going to see different iterations of himself, seeing him as a good guy in other games (Parallel to Mario in Donkey Kong Jr.) The internet was involved as a way to connect them outside of their Arcade.
While the pre-production was going on, Universal teamed up with Nintendo, planning the Nintendo theme park and the recently announced Mario Movie; So, it can be assumed that because of that, Nintendo characters weren't going to be allowed in this film, or if they were, they were going to cost a whole lot more. This now left a large chunk out of the movie and everything had to be redone, and with an emphasis already on the Internet to allow Ralph outside of the arcade, they made the entire movie about that.
I expect few real video game characters to even appear in the movie, far less than the last, and I expect it will be hand-waved with "The Arcade's been renovated; we lost some machines, but we have wifi now!"
I have no faith in this movie, but maybe I'll be surprised. I'll still see it opening weekend.
