Japan thought it was close to capturing China, and US sanctions were one of the only things in the way of that. The US was physically blocking ships from Japan and refused to lift sanctions unless Japan ceased all action in China.
The Japanese didn't want Hawaii, they just wanted the Americans to be powerless for a year or two. As stupid as it sounds today, they didn't really expect America to get so angry. Japan has a long history of being invaded and later making peace, so they didn't consider the viewpoint of a country that had never really experienced that before. They never considered that America, which was on the other side of the world, would respond to their single attack with the full force of their military.
The other big wrench in their plan was the aircraft carriers. WWI was fought on the ground, and nobody in 1942 understood just how big an impact planes would have on the war. During the strike on Pearl Harbor they focused all their attention on the battleships and none on the aircraft carriers, most of which were out at the time of the attack.
