Pieces of media made in America are all about mild stereotypes being exaggerated for humor.
There’s genuinely good Scottish folk music played with bagpipes, but since the average American considers bagpipes a weird and annoying instrument, literally every Scottish cartoon character gets introduced with a bagpipe that’s intentionally played badly.

Bagpipes are best when it's just one, maybe two pipers on a smaller set. Outdoors is best, the sound travels far and distant pipes in the wind make a great atmosphere.

The only other acceptable use is a couple dozen of the Great Highland pipes in a march, with the pipes and drums functioning as an acoustic battering ram.

And of course the pipes are the worst instrument to hear someone learn. There is no instrument with such a steep quality curve based on the players skill.
