As you stated, fusion combines aspects of both the "fusers" mentally and physically, and something else (vague, but w.e) and this fusion is a different person entirely (this has been stated), So the act of fusion is the act of physically and mentally combining yourself with another person, not exactly comparable to a real relationship as you do not retain physical and mental autonomy, so the act could be, at most, be compared to imprisonment, and mind reading, now you can have your questions about either of those, but this, for the most part is what fusion is. Another aspect that might be worth examining is the detail of becoming one person, with one mind, this would mean a fusion is a independently thinking "person" with the ability to make decisions, such as staying at the bottom of the ocean, but that only vaguely applies here.
The point being, what Lapis did amounts to imprisoning, tormenting, and "mind-reading," a hostile and clearly homicidal alien who was trying to kill her only friend. That is to say, Lapis did nothing wrong.
