There is a slight but important difference between making up for your mistakes and to make your guilt shut up, and Tony CW favors the second, he just wants to clear his conscience because he’s so self-centered he can not stand that he was wrong in such sensational way (Clint and Natasha call him out on that top notch).
If this were not enough to prove how bad Stark, we also consider that:
1) at the beginning of CW he goes with this speech about respecting the rules for not being like the bad guys, then at the end is more than willing to kill Bucky the moment the thing becomes personal;
2) he is angered for Rhodey but if it was Falcon to remain paralyzed, then he would have been perfectly fine with it (he was fully aware that Vision was about to shoot Sam);
3) he keeps Wanda under house arrest to “protect” her but he never clearly states, NEVER, when or even IF she will may go out again free.
Ultimately, from my point of view Tony Stark has done more harm than good and he’s the last person who can judge others, let alone lead them; he’s so hypocrite it’s disgusting and even when he sincerely makes the right thing, he makes it for the wrong reasons. I could agree with him about the accords, but I could never trust in having him as the leader. I would rather side with Cap, yes, he too made mistakes, but it is certainly more open to dialogue and willing (seriously) to do the right thing ."
