Well, yes. If you just copy an episode without doing anything with it.
Or blatantly trace a design without permission.
Other than that, hardly. Plagiarism is selling the stuff of other people as your own. With cartoons it is incredibly hard to actually reach plagiarism unless you steal a script and use it unaltered, trace a character or copy a music track.
You can get so fucking close to something else without plagiarising, you won't ever do it as a show runner because you have enough resources to produce an actual show and it costs all the same so long as you don't actually steal assets, which is mostly glaringly obvious.
Making x-scene but with y-characters in z-context is the equivalent of quoting another text in a scientific paper.
That is, absolutely legitimate and often expected.
In fact I am waiting for an SU song that is called Lion in Space and is similar to Space Lion in Cowboy Bebop.

People put references to the things they like when they make things. The new creators these days grew up with anime. They're not pandering and they're not plagiarizing.

In 5 years we should have references to stupid YouTube videos, as the idiot children get out of college and get jobs.

If you want to do anything constructive besides playing spot the reference, you could look up annotations for old Looney Tunes shows that did the same thing. Foghorn Leghorn is a reference that outlasted what it was referencing.

But I wouldn't expect anything from 20-something losers who can never make anything but endlessly consume media for children, or comics for adults who act like children.

Not that guy, but I'm a roleplayer in agreement.
I have written a 5-page document detailing a fictional society for bird people, detailing family dynamics, power structures and so on because I wanted to play one of those in an RPG.
I also attempted to write up a setting for monstrous races exclusively but abandoned it when I got bored. Although I played around with a little RPG session and a shameful smutfic set there.
Also dozens upon dozens of characters I played over the years and places I ran adventures in.
With a bit of training and confidence you can just speak in-character as any char no problem. Anyone who played as a game master knows how fast you can switch between characters. I personally did dialogues from thin air on topics that kinda just happened.
Ideas and words are so fast it's not even funny. What's work is continuity, pacing, structure. Not to start on the drawing part.

OP's pick is homage because the actual crossover between the two clips only lasts for a few seconds, and the bottom panel is a stretch honestly.

It'd be plagiarism if the entire episode was focused around trying to find a way to get the VHS tape to work, with Greg watching the tape and sending a message to himself about how he should be cool and stay strong, as the crux of his character development. Then it's just straight up ripping from Cowboy Bebop, and I think people would have a right to be mad. The only thing that really lines up is the first three panels in the OP image, which lasts only a few seconds in actual airtime. The last panel represents two totally different scenes with borderline opposite messages (you're going to be really cool future me for Cowboy Bebop, your dad is really cool right now future son for SU) and I feel like the person who made it only included that to try and reinforce the point, but it's unnecessary.

It's inspired by that and other magical girl anime in general, but I don't think you can do a shot-by-shot comparison to anything from Sailor Moon etc. the way you can with SU's references.

The closest thing I can think of was how a first-season transformation sequence was visually similar to Sailor Moon's, but that wasn't shot-for-shot and was a joke because it was about 5 seconds. There's Mina Loveberry too but that's literally just Sailor Moon's hair and nothing else, again as a joke since she's a washed up magical girl.

As far as I know there are no scenes from Star Vs. that were just lifted from another show.

For Star the intent was also to visually reference Sailor Moon transformations, but more for style rather than aiming for similar shots/poses: most of the Sailor Moon images are more just "well um this transformation has ribbons too" because the Star sequence doesn't seem to be based on any one specific transformation scene.

But I'm really not trying to criticize SU either. My point was just that "Star Vs. does the exact same thing all the time but with Sailor Moon" was wrong, because those transformation scenes are like the only references at all and are based more on the idea of the scenes than any specific one.

I guess it bugs me because it makes it feel like the animators aren't really cultured in anything except their own nostalgia, which is a really shallow artistic perspective in my opinion. i used to get really invested in the characters emotions but now they just do not put in the ground work like they did in earlier seasons. S1 when a character cried you felt the build up and it was a really satisfying release that you could relate with.

Now it's like "THIS IS SUPPOSED TO BE EMOTIONAL NOW" like an applause sign when the characters get worked up.

1 exception is when ruby was chewing the table in her anger, that was s1 great.

Eh, not really. Lupin III is supposed to be the grandson of Leblanc's Arsene Lupin, hence the III.
But he's never been the gentleman thief in any way like the original Lupin.
Hell, the original manga from the 60s made him a cold-blooded murderer and rapist.
The anime toned him down to a lovable rogue and was much better for it. Though a few adaptations touch on Lupin's darker origins but don't go too far lest it feel too edgy compared to how most people know Lupin.

Also, didn't Leblanc rename his Holmes to something blatant but not exact, like Herlock Sholmes? And made him a bumbling stooge just to get outwitted by Lupin at every turn.
Even worse than Lupin III's Zenigata.

Will you people stop doing that? Apart from the characters being gemstones, the two series are completely different. HnK has more in common with Nier Automata than with SU.

That said, HnK is overall better than SU, on account mainly of having a more concise story that doesn't meander on the lives of useless townies - mainly because HnK has no townies at all.

Looney toono did this kinda of stuff with celebrities and cartoons still do that.

People keep forgetting that anime had a huge popularity boost thanks to pokemon and toonami. As such anime is pretty ingrained into the culture that is today.

It's literally just product of the times. Give it some time and I'm sure we will see homages to more popular shows like that kids like.

Seriously, are fucking anime references really something SU is that inclined to do? I'm a pretty big weeb and I noticed like fucking three significant ones. The Evangelion shot, the Initial D parody, and Garnet's Universe, which was literally a joke episode from like 2014. The rest is background throw ins / easter eggs. Most of the show is Steven fucking around on Beach City until aliens attack or someone gets kidnapped, then they beat the aliens then Steven fucks around some more. How can someone honestly say that SU is "nothing but references?"

Why is it that Western works rip off entry level anime, but Japanese works rip off things like this? The entirety of Dark Souls and Bloodborne is nothing but a love letter to classic mythology, literature and art the creator grew up with. The creator fucking started as an accountant for the company before he got creative input.

Even when they are basing stuff on nerdy things like Wizardry and Dungeons and Dragons, they come up with cool stuff like Made in Abyss and Record of Lodoss War.

Son the entire fucking three-parter with him in Japan was a sendup to oldschool anime and monster movies, there was the Speed Racer parody, the Star Trek is nothing but references to the show, and it had more than a fair share of old anime references and references to other things. Dexter's Dad saying "Feed me" was a direct reference to Little Shop of Horrors just off of the top of my head.

I don't think I'll get over the wedding scene in the finale of Samurai Jack being an "homage" to Tengen Toppa Gurren Lagann. I know that Samurai Jack has had some anime references in it before, but making the big final scene of the entire show an homage to a ten year old anime is really lame.

Simpsons does it as a joke, IE: Bart escaping his house in Indiana Jones fashion. Moments like "Do It For Her" are not a reference, those are actual heartfelt moments from the writers. If they were taken from something else, it wouldn't be memorable at all.

I don't have a problem when Steven references "Congratulations!" as a joke, that's funny. It's pic related emotional moments that is like, come on, you couldn't think of your own emotional moment? You had to rip it off from a better writer than yourself?

It's why the moment in Gumball where the toy monster re-assembles himself and goes up to Anais's window, which is a direct rip-off of Iron Giant's ending, will never be as heavily remembered as something like Courage's parents being blasted into space, which is unique to that show. And being unique to your own story is different than being strictly original.
