Many child predators rely on their victims not actually understanding what is going on, the proper definition of words, or the gravity of the actions being committed. This is usually how they stay hidden, since their victims don't fully understand that a crime took place.

Plus making something illegal doesn't increase demand, it reduces supply. For example, during the prohibition demand for alcohol remained the same, but the legal supply was massively cut (while production and distribution was illegal, possession was not, so many stocked up before the law kicked in). Crime rose as illegal supply was created to meet the demand, but actual consumption of alcohol did not go up. In fact, demand did drop, as those who were unwilling to break the law decided to forgo alcohol ("going through hoops" as you say). However, as time progressed alcohol consumption slowly climbed back to it's pre-prohibition rates as it became clear that not only was the government failing to enforce the law, but almost unwilling to enforce it as the pro-prohibition groups fell out of political power, eventually leading to the only repeal in constitutional history.
There's only a small group of people who are hipster-contrarian enough to demand something purely because it's illegal, and most of them only want to deal in low level shit like marijuana because that's what all the "cool kids" are doing.
