Even when you don't find the juicy crap, some things are rather nice to see for various reasons, including certain aspects of the submission rather than the submission itself, like how dated someone's outfit from a 2005 picture is, or a simple desktop display.
And, as a drawfag, when I come across a little kid's OC, of which they're very passionate about, it inspires me to draw it for 'em and give words of encouragement.
I really recommend it as a thing for others to do if they're out of ideas/inspiration and want to encourage others just as they would've liked to receive it.
