I thought they were stuck there after the planet exploded.
If Superman let them out, how did he keep them "under control" until they could be shrunken into Kandor and depowered?
My favorite was always the Supergirl story where :Lesla-Lar releases them to serve as her henchmen. They have access to a box of "forbidden weapons" from Krypton which (like half the mass of the planet) fell to Earth. Of course, they have to test the disintegrator gun to make sure it works on super-beings. Lesla-Lar draws the short straw and is still protesting when she's puffed into vapor. All for naught, since the gun immediately short-circuits and can never be used again.
Someone posted a story here recently where Luthor finally manages (by treachery) to kill Superman. Supergirl takes him to be tried in Kandor. Luthor isn't worried. He offers to enlarge the city in exchange for a pardon. The Kandorian judge says "We don't make deals with criminals" and Lex fades into the Zone. Not a word about sentence-length.
