Like, why was Cyborg in Justice League? Because they needed a black guy? The Justice League cartoon that your target audience watched as kids had John Stewart, but they don't use him because Green Lantern bombed. Why did Green Lantern bomb? Because it was based on the story *setting up* the Sinestro Corps War, and the villain was some lame-ass who's only important as a stepping stone for Geoff Johns to get to the stories that made GL popular enough to get a movie in the first place.
Why was Steppenwolf the bad guy of Justice League? A minion of Darkseid is just a less cool Darkseid, and they didn't even use his most popular minion. They didn't want to use Darkseid for the first movie, and they didn't want to use Granny Goodness because they didn't want an old lady. But the villain could've been anyone. Could've been Starro. Could've been Paragon. Braniac. Vandal Savage. They went with Steppenwolf, who no casual has ever heard of and no hardcore is excited to see. And then the movie ends with Lex Luthor and Deathstroke to set up a movie fans are much more interested in but will never get made because the first one bombed, just like Green Lantern ended with Sinestro finding the yellow ring. They've come full circle, because they've learned nothing.
You could reboot the whole thing and get the Russo Brothers to direct, it doesn't fucking matter, because the people at the top don't like superheroes and don't know anything about these characters and will fuck it all up to justify their paychecks.
