Ditch the mouse though. Mouse is made for precision pointing. Drawing is, 9/10 times, based on long continuous strokes. While technically possible with a mouse, it's gonna be tough to learn.
Get a tablet, and if you can't afford a tablet, just draw on paper.

9/10 drawfags on /ic/ follow bucket crab mentality and will do their best to ruin all your dreams and ensure that you never learn anything. They will feed you bullshit about how you are not allowed to use references, models or any assistance, otherwise you are not a real artist.

And yes, practice is like, 90% of learning how to draw, but drawing has a foundation in knowledge. You need to KNOW how human muscles are distributed, how light reflects off surfaces, how human eyes perceive distance. You can, of course, learn those exclusively on your own, but that's reinventing the wheel - or more like, reinventing space shuttle. A ton of knowledge has already been discovered, analyzed and catalogued. Art-learning books will help you understand it.
But remember - the books are just a repository of knowledge, not a tutorial. Some people will try to tell you that you need to follow their instructions religiously step-by step, and never proceed until you've learned the previous lesson. Don't do that. It will only kill your creativity and suck all the joy out of drawing.
Drawing is for everybody, as long as you are willing to accept that you are going to keep sucking for a long while.
