Other than Cartman and Randy, he’s the only other character that really is a main character. If you look at the last 5 seasons he’s always a major character in every season.
Both Stan and Kenny are underused and barely main characters anymore, has Kenny even said anything this season. Butters has been really irrelevant this season but otherwise he’s usually the fourth main character other than Cartman, Randy and Kyle.
