The Dark Avatar should have been the final arc. When it wasn't, that's when it became clear that they needed to write on the fly. It's an idea that was no doubt there from the beginning as the show often dicussed balance and yin-yang philosophies.
I can agree that the cast, outside of being Korra's friends, have no purpose but of that group Asami wanting to make amends for her father's behavior is fine. Mako as the love interest and Bolin as comedy relief are decent roles.
The writers can't expand on it though if there is no guarantee you will be able to finish your story.
I'm a writer myself, one of my worst fears is that I'll write something that will get published and then the series will be discontinued leaving a fan base with a ton of questions that won't be answered.
