>>96850847Because, historically speaking... the Avengers are basically Marvel's B-List and below heroes teamed up to fight A-List and above villains. Of course, the movies have changed this in recent years, but let's not forget that characters like Sersi, Dr Druid, Flux, Jack of Hearts, Stingray, 3-D Man, and Starfox have been Avengers. Power-wise, Thor is the strongest they've got, and even he wasn't really an A-Lister. Again, I'm talking before the movies came out - before then, Captain America is the only one I'd consider a top tier character.
Being above an A-Lister is practically a requirement for the Justice League - almost all of them are gods in their own way, and certainly most of them are the best known superheroes to the general public. You've got Superman (god of male power), Wonder Woman (god of female power), Green Lantern (god of will), Flash (god of speed), Batman (god of prep time), Cyborg (god of being a black superhero without the word "Black" in his name)...
And then you've got Aquaman. Sure, he's powerful in his own way, but he doesn't really have anything that makes him unique or stand out. He's ALMOST as strong and invulnerable as Superman and Wonder Woman. He's ALMOST as strong willed as Green Lantern. He's the god of talking to sushi compared to the rest of them. He'd dominate in a team like the Avengers, because they're not gods walking the Earth, and that's exactly what the Justice League is.
