We already have a Centipede. He's a government assassin who - IIRC - constantly moves a tiny bit back in time so whatever mistakes he makes he immediately corrects. The result is a string of afterimages which makes him look like a centipede.

You could make that an actual storyline.
You can't blame the Flash because he had no idea that power existed, and even if it did, he couldn't imagine someone being so dumb they wouldn't realize what would happen.
You couldn't really blame Zero-Point because he thought it would just stop the Flash or slow him down so much he could escape.
Make it a three-issue story with the build-up in the first two, with the reader slowly realizing Zero-Point is a pretty dumb guy who doesn't understand physics very well and seeing the tragedy coming... and the second issue with him trying a bank heist, the Flash comes running, Zero-Point does his thing... and disaster.
Then the fall-out... a bunch of 'Watchmen-New-York-In-Ruins' type splash pages and the Flash having a breakdown in the middle of it. "Oh Jesus... oh Jesus... oh Jesus..."
...Sheeeit, that could totally work.
