Like many things he resonates with people because despite it all human beings are unbelievably fallible. And so is Doom much to his chagrin.
To some he just comes off as selfish but having good intentions, much like regular people.
He also looks pretty damn intimidating and has squared off against some huge threats and while he might not always win, the fact he put up a fight calls out to them.
