The end of the song leads to the present day. The reprise at the end ties the themes together, but it doesn't suggest that Clopin just told the whole story to anyway.
Clopin doesn't pop in and out of the film describing things that happen the way the stage show did. When Quasimodo swings down to get Esmeralda in the animated film, they don't cut to Clopin going "QUASIMODO WAS SO ANGRY THAT HE BROKE THROUGH HIS CHAINS, FOUND A ROPE, SWUNG DOWN AND RESCUED THE GYPSY GIRL."
