>>96201302The problem with Freeze is that he's not a good villain. He's a great character, sure, but not a very good OPPONENT for Batman.
The problem is that after initial misunderstanding, most logical course of action is for him to become some kind of neutral character who's probably occasionally allies with Bats.
Best villains motivation is either the same or opposite to the hero - Joker wants chaos, Batman wants peace. Penguin wants to get power through crime, Batman wants to stop crime. Two-Face is motivated by his own twisted version of justice, and Batman seeks justice too - and so on.
While Freeze? Freeze wants to cure Nora. Batman can't be anything more than a distraction to him. So his New52 backstory was an attempt to place him explicitly and directly at odds with Batman.
