Not even sure if making them good characters would help that.The cadets would work if you structured them as the normal people who serve as the pov character for introducing the girls and the world.
Something like this: First couple of episodes is some new kid getting shipped of the the cadets for reasons. Once there he quickly discovers that the girls at the school next door aren't human, then they get to know them, then they are introduced to the broader nature of setting (which you would want to keep simple, but which would still have to be more expansive than a scooby doo movie demands to serve a series).
As the series goes on you could shift focus away from them as the pov character and focus more on the girls.
