If you read the books, he and Rhodey always had the relationship of the Rich Boss and the House Negro. It's just that Stark was usually a sweet-talker to get him to do the things he wanted, and Rhodey was a legitimately stupid witha chip on his shoulder guy that needed the sweet-talking.
