Texas and the Midwest are examples of red states. Almost nothing will dissuade them from voting Republican, so Democrats campaign the bare minimum in those states.
But Florida, Pennsylvania, and Ohio are swing states. They frequently fluctuate on which party they vote for. So 90% of all campaign focus is on those three states. You could say that they're the only states that matter in the election. Let's break it down.
1992. Bill Clinton won PA and OH, so he won the election.
1996. Bill won PA, OH, and FL, so he won the election.
2000. Bush won FL and OH, so he won the election, even though he also lost the popular vote.
2004. Bush won FL and OH, so he won the election.
2008. Obama won PA, FL, and OH, so he won the election.
2012. Obama won PA, FL and OH, so he won the election.
2016. Trump won PA, FL, and OH, so he won the election, even though he lost the popular vote.
The other states differ extremely little over those decades. Those three are the only real states that matter, Hillary spent all her effort on winning those states, and she lost them.
