True, no one knows who Blue Beetle is NOW, but DC has been slowly pushing him in the limelight, much in the same way they did to Cyborg. Young Justice, Injustice, and it's only a matter of time before he gets a spot in the movies, possibly in the Teen titans flick.
There's a number of reasons why this happened. The Jaime Reyes BB was a cult hit when the original comic came out but never became popular enough before being ruined by executive meddling, and then New 52. But DC realized that in the long term Jaime could be useful in a number of ways. He's a latino, he's a successor hero that actually managed to live up to the name of his predecessors, he's young, he wears an armor so that means toy sales, his powers and aesthetic will remind audiences of Iron Man and Spiderman, two of Marvel's biggest hits, which means he can draw people who are interested in those characters. He may be a nobody now, but he has the potential to be very popular.
Now put yourself in Marvel's shoes, your opposition is grooming a character that could potentially steal an audience from you in the future. What do you do? Alter one of your guys to match them almost identically, and make normies who see that character in the future go "Oh, that guy just stole Iron Man's design, what a ripoff!" It doesn't matter if it's not true, it only matters that enough people will have that specific gut reaction when seeing Blue Beetle for the first time that DC won't be able to develop that brand. Cut the branch before the tree if you will.
The same thing happened with Pacific Rim when western studios realized Evangelion was making a comeback. With Disney and The Incredibles when rumors of a Watchmen movie were beginning to stir. This shit happens all the time and hardy anyone notices.
