Now they're both coming back, and speculation that Wolverine will also return soon keeps building. That would leave the only major X-Men characters who are still dead as being Cyclops and maybe Apocalypse.
Secondly, for the last 15 years, the X-Men was the story of Scott and Emma, and the direction they led the team in. Voluntary segregation, to a mutant homeland, to a militant rogue state, open conflict with other heroes, and killing villains because the ends justified the means.
Now Scott's dead, Emma's a villain, no-one liked either of them, no-one wants to keep following the path they put the X-Men on, and the books are rejecting that direction, much to the annoyance of people who loved it.
Also, aside from Generation-X, the team books have streamlined their casts down to characters who were around and popular before the last 15 years, with only Fantomex as an exception.
A soft reboot may never happen, but most of the pieces are in place if they were going to.
When Marvel does bring Cyclops back, he will probably get the same treatment as Bishop, and be reset back to his "classic" status quo and personality.
