The context is that Jesse the new sheriff in town. The town is controlled by an evil businessman who fucks a giant sex doll made of raw meat, whose lawyer is a Nazi dominatrix and who uses the KKK as enforcers.
Jesse tells the guy to fuck off and the two clash in a series of events that leads up to this scene, when the KKK gang up on him but Jesse and his (black female) deputy are one step ahead of them.
His deputy has a sniper rifle in the tree and pacifies them all by popping one of the Klan members in the head. Then Jesse orders them all to remove their hoods. In addition to this emasculating lecture, he also uses his Voice of God power (he can force anyone to do anything just by ordering them to, no matter how literal) to make one of the Klan members shit himself and he kicks another one in the balls so hard that you can see blood soaking through his jeans.
