For whatever reason his regular strength and durability was ramped way back when not thoroughly enraged, only becoming the unstoppable force we're accustomed to today when he was in full-on anger mode. I assume it was largely from the writers of Hulk's own book needing to be able to pose a credible threat to the character.
Which brings up the next point, the Hulk had been taken down by gas attacks 4 times in his own book the year before this Batman v Hulk panel was printed. 4 times. It was the standard method the writers used to defeat the seemingly undefeatable opponent in combat - cheat with poisons and toxins.
(It really wasn't until the Byrne books and later power-ups that the Hulk became immune to pretty much any poison or disease)
I'm not batfag and find the character to be insufferable anymore, but Bats taking Hulk out of the fight in this manner was perfectly within the bounds of both characters at the time of printing.
