Take a closer look at Vulture's start in the film. He's a guy that's motivated to get a piece of the pie by following the rules and taking jobs by bidding for contracts against peer small companies, with responsibilities for his workers and family.
He's a peanuts operation and he knows it, but he has dreams. The alien invasion happens, shit needs to be cleaned up, his dreams explode because THIS IS IT, this is the big payout, and he scores the city contract for it. It's his. His economic ship has literally sailed in.
Then Stark and the Government tell his state and City "fuck you" with their muscling in, absolutely no second thought given for the people already contracted and hired. You could tell that this has happened before, but not to peanuts operations... Vulture thought he was under the radar, and that he had done all the right things. Only to get screwed for it, no recourse.
Vulture MADE his own recourse. So yeah, he's a good villain given a good starting story and an incredibly relevant and believable motivation for doing what he does.
