It's not QUITE brainwashing, though maybe there's some element of control mixed in there.
The general gist is that both Aku and Jackie are pretty much playing 'the long game' in this whole thing. Aku is curious to see if he can actually corrupt Jackie over time. If he can, then he wins, and gains a rather strong ally/minion/'daughter'. Jackie is biding her time watching and waiting for a perfect chance to finally end Aku, using the 'daughter' thing as a good way to do so. They both know that the other knows that they know they both know, but both are attempting to see if they can wait out a victory.
Of course, a secondary problem for Jackie in the mix is that the childlike body also comes with childlike feelings and immaturity. Both this and the magic that transformed her has given her an attachment of sorts to Aku that can get hard to ignore. She could have possibly used the sword to dispel the evil energies, but she'd still be a kid. Not to mention a threat by Aku that if she did, he'd go ahead and outright destroy a few towns and cities just because.
