Dude was convicted on possession and distribution of actual child pornography, and the only other US based case I can think of where someone was arrested under similar circumstances was a pedo on probation who decided to print out loli porn on a public library printer.
Basically, on a federal level drawn porn of all sorts is legal but on a state level it varies, and even then they'll usually just demand you take something down (Hentaifoundry's servers were Texas based and led to the loli purge but no arrests or fines) or they'll use the laws to indirectly peg actual offenders (similar to getting Mafioso on tax evasion or gangbangers on drug possession charges).
