Bill (and Hillary) were basically JFK/Jackie 2.0; they represented a huge fucking generational shift in our world leaders, from old men to young men.
Bill, like JFK, was young and virile (his sex scandals gave him an aura of a big guy who liked to fuck and could get any woman he wanted) and like JFK, hip and "with it" when it came to the younger generation of voters who voted him into the Presidency.
Hillary, while a raging feminazi, was the first First Lady since Jackie who was not someone's grandmother and her "partnership" with Bill mirrored how Jackie and JFK were considered a packaged deal in terms of being joined at the hip. She was, like Jackie, a first lady women could emulate in terms of ambition, if not style.

Hillary banked HEAVILY on the Clinton nostalgia in 2008 but her Iraq war vote in 2003 had basically rendered her radioactive to the left.
It was one of the reasons why Obama was able to rise as fast as he did to be her rival, as Obama presented an alternative to Hillary for those on the left already grumbling about how they were going to have to hold their nose and vote for her. Especially after Edwards crashed and burned like he did in late 2007, as far as removing him from contention.
By the time 2016 arrived, the Clinton nostalgia train was pretty much dead. The rose colored lenses came off and lot of harsh truths had to be dealt with in terms of how bad the 90s were under Clinton. Along with Hillary/Bill's habit of engaging in scandals due to their short sighted egomania and narcissism.
