Once an immigrant actually immigrates and is accepted as a citizen of a new nation, they have the rights of a citizen. HOWEVER, nobody is entitled to immigrate anywhere they want. Various nations set up various hoops etc. that you need to jump through to be able to work there or to become a citizen. That's the right of those nations.
