Because of this, it makes sense that they began to form community, and with that, identity and subculture. But because of the wide net of experiences and backgrounds mutants come from, it also makes sense that there is a split in their ideologies as to how they see the "norm" that they use as a benchmark to define themselves by (in contrast to). This is how identity works.
Because they are a genetically defined type of people with an identity and their own culture and history, they are pathologized. Whereas many humans would probably treat mutants like they do Spider-man in the instance of them not having their own culture/identity, it becomes murkier and more believable that this line would be drawn when mutants begin demanding legal acknowledgment and rights.
Because they are a people, rather than an "accident", they want representation. So they want legal empowerment, and representation within the government.
Due to the nature of their powers, humans naturally would feel uncomfortable having literal living weapons and mind readers in their government or in positions of leadership among humans.
When minority groups ask for rights and demand representation, the tyranny of the majority kicks in and people start becoming threatened.
Mutants=transgressives
Humans=reactionaries
Transgressives and reactionaries thrive off each other. Humans react with discomfort and fear to mutants demanding rights (and in many situations, outright supremacy), which leads to some factions of mutants acting more belligerent. The situation escalates.
There is literally nothing comparable to the relationship between humans and "meta humans."
