Lady Shiva. Deadshot. Hitman, may he rest in peace. Deathstroke for pete's sakes. Or any of a number of government hit squads (the Suicide Squad comes to mind). Rival super-villains.
All of them have ample reason to want him dead, even more than Batman.
But he always survives. My personal headcanon is that he and Batman are a matched pair, and that, like Hawk and Dove, they channel a pair of the Lords of Chaos and Order. Gotham City is their battle ground. Everything else in that insane city is a result of that, and everybody in town is a warrior, either for Order or for Chaos - whether they know it or not.
Two-Face could be a perfect balance, but Harvey Dent is too weak.
I envision a nemesis for the Joker - a sort of parody of him - a metahuman clown in a filthy hat and coat, his shadow-cast face a ridiculous white image of sadness. His meta-talent, similar to Cornelius Stirk's: inciting emotion. Except in his case, it's grief. He brings out the memories and feelings of the time you were at your lowest, at your saddest. Of course, in Batman's case it would be a whole spectrum, and he'd fight through it anyway, but anybody else just collapses into their own little world of tears.
He seeks out the Joker - probably the one person he can't affect - , to kill him with a kitchen knife. Pagliacci!
