It's subtle commentary about the state of things in the European union. How even after all the changes that have taken place in recent years, that the underlying problems from the past still arise from time to time, such as the plight of the proletariat and how the government shepherds them in through the use of self imposed inflation/deflation. With cheese being the means by which the common man can raise himself up above others of his station, either through production of goods or simply their acquisition through other means, and the fence post being the foundation of the aforementioned stations with things such as national infrastructure or commerce. By saying that the "cheese" is "twice" the "fence post" he is saying that the government is controlling these means of rise, by raising just how much "cheese" it takes to reach the "fence post", keeping the common man in the station they believe is most fitting for them.
It's rather simple when you just stop and think about it.
