You can't rip the ten years away that Zolomon existed in and then say Zolomon just shows back up. He's a character that requires a very specific build up to make sense and be good.
Otherwise you get what we got with New 52 Thawne -- a joke of a piece of shit of a character who was tossed in haphazardly purely to use the name for the sake of using it. Ignoring what makes a character tick just to go "HEY HERE'S ZOLOMON" is shitty.
With Thawne you at least have the Speed Force solution. With Zolomon, if you brought him back out of the blue, he'd be in a world where he never got Ashley's father shot and his leg was never crippled by Grodd etc. Zolomon's not petty, just driven mad by circumstance. All he wants is his circumstances fixed.
You'd basically just have to go "Well Manhattan takes the jigsaw puzzle piece that is Zolomon's life and sticks it into the timestream so that all that shit happened to him anyhow" to bring him back in good faith.
I think we should just let Zolomon lie. The character had his arc, it was great. No need to spoil it by retreading for retread's sake.
