The armor was created by a 10,000 year old tech priest, and the while the eldar had a role in bringing guilliman back, they were not declared imperial allies.
Moreover, guilliman did not change the definition of heretic, nor did he say xenos are ok. He allied with some eldar when it was convenient, which is nothing new, the same thing happened in the gothic war.
If you haven't actually read rise of the primarch, don't pretend you did.
