Look, let's be honest, Tom can be kind of a ditz sometimes. I mean, he forgot that he cast the bloody curse in the first place. But he's still capable of being clever, like with his attempt to get Star to dance with him under the Blood Moon Ball. As far as I remember, the Blood Moon only binds the souls together, so Tom might have thought he could prevent them from dating still. I don't get the guidance counsellor one, though. Maybe he thought the counsellor would be able to analyse the situation better? Again, not the brightest guy, that Tom.
