Character development doesn't mean becoming a different character altogether, Ludo is more a threat now, but he is still the same person he always was.
He seems pretty excitable about learning how to use the wand in general, so I think it makes sense for him to act that way around Glossiryck who has all the answered for how to use his precious.
I think Toffee's influence only goes as far as being able to telepathically communicate with Ludo (we know this is happening because the wand makes a humming sound.)
I think just wanting to learn how to use the wand is an example of character growth for Ludo.
