It allows Ludo to get stronger by first having half of the wand, then the whole thing, while Star gets nerfed, but can still learn how to cast magic and prove herself a worthy hero instead of just effortlessly using the wand as an "I win" button.
We see what Ludo would look like with the wand early on in season 1, so I think he'll get the wand sooner or later and turn into MegaLudo.
