Freeza was always interesting to me because he had an interesting powerset and was one of the first major villains to have multiple forms.
But beyond that Freeza works as a great parallel for goku, who had to work to become as strong as he is, Freeza was just ALWAYS strong. They have a nice back and forth with freeza so sure of his abilities and Goku reveling in how fun it is to fight someone as strong as Freeza. It wasn't until Freeza's on the ropes that he loses that composure.
Cell, while my (former) least favorite dragonball villain, started as a horrifying monster that gained power through killing and absorbing people. Once achieving his power, he then creates a tournament simply to further his own ego. While he feels more or less like a retread of Piccolo there's a kind of charm in how he goes about business.
Buu is just fun. HE's probably one of my favorite dragonball villains in general because he's basically just...Evil Arale. Even Super Buu, while evil, just wants to fight people and have fun. He's silly, wacky and is probably the most gag heavy villain since the pilaf gang.
Zamasu by comparison is FAR too preachy. Freeza has this condescending nature about him but it's mostly him feigning politeness before kicking your shit in.
Cell has a bravado certainly, but it's mostly boasting about his own power
Zamasu is constantly talking about how mortals are gross. How mortals are scum. How He's doing the universe a favor and while he's not the first hypocritical villain, he's certainly the most preachy about it. That coupled with the fact that he takes SOOOO LONG to beat and the fact that all the fights are in a boring burning landscape make him really really uninteresting to me.
Zamasu feels like a fan character made by someone who doesn't quite get what makes a villain memorable or entertaining.
