No one is born with a definite personality. It is developed by continuous adjustments in reaction to the environment. ASPD/Sociopathy can appear on anyone.
Psychopaths simply can't feel certain emotions (or can turn some of them off manually) and this makes them more prone to develop the ASPD personality than normal people, but both can develop ASPD.
Also, regarding the nature vs nurture argument, the answer is just "development = nature * nurture" when we're talking about personality. Nature adjusts itself in reaction to the ambient in a entangled and complex manner.

Also, we don't know why he likes Paulo. Maybe he likes to play with Paulo's life or maybe he's secretly bi for Paulo.
There really is nothing completely disproving him from being a closet psychopath.
