Both are powerful individuals who see the best, and the potential in people, both spread similar messages. Both have very similar ideas of morality. But they do have enough differences to contrast the two of them.
Power wise, they are both on roughly the same level. I think this is more important than people realise, because it allows them to cross over into dealing with each others issues without being totally outmatched/overpowered. This makes cross overs easier and also lets them go off and have their own solo adventures without the constant "why doesn't the more powerful one just do it in a microsecond" bullshit. Also important, removes the temptation for writers to do "damsel/dude in distress" crap. I know people often make a point of saying that shipping them because they have similar powers is bullshit, and it is. But from a meta point of view, it helps when you have two separate characters, each with their own ongoing and such. I also think that its something two individuals would relate to each other over - I can also imagine it would help in the bed, not having to worry about a paper partner.
Honestly, in my opinion though the main reason I can ship them, but also not want to see them happen within the main cont, is because I honestly don't think DC would pull it off. It would take a superb writer and editorial to manage them well, and to have enough guts to bear through the initial rage, to pull it off.
