The Accords were less about actual consequences and more about various countries and Nation states having some level of say in whether or not a group of US-based superhumans that employ use of the Hulk and adopt wanted terrorist waifus that are guilty of making arms dealers billionaires and unleashing said Hulk on population centers, gets to operate in their own population centers. Guilt was just Ross's means of strong-arming them into signing the dotted line.
Ross was a dick but the logic behind the signing of the Accords wasn't unreasonable, just questionable when you take into consideration who might be in charge.
