It's only in the Fred-and-Velma-free series that Daphne gets anything resembling discernible character traits. And it's only by the time we get to the Pup Named Scooby Doo where there's anything out of Fred that isn't just "he's the leader of the gang"
Velma did have some inklings of a personality, but stern killjoy who apparently enjoys Laugh-In didn't end up being her defining characteristics after Where Are You?
All that being said, Velma is definitely my type on an aesthetic level. But if I had to choose between her and Daphne when it comes to personality, I'd go with neither.
