The Heat restaurant sequence works because the previous hour-plus of film was about setting up Hanna and McCauley as consummate professionals who are at the absolute top of their professions. We know Hanna is a an absolutely excellent cop with a destroyed marriage and no life outside of his job. We know McCauley is a smart, determined career criminal who treats his partners like family and has basically fallen into a relationship with a woman he is clearly in love with which is butting up against his mink-like criminal discipline and his need for this "one last job" to succeed.
We don't know anything about Clark and Wayne when they meet at Lex's gala beyond basic character platitudes. Nothing definite about them has been established, and since both of them are playing their "normal" personas it doesn't really give us any new insights.
Ideally the big confrontation should take place wjhen Clark crashes the batmobile. Instead we got DO YOU BLEED because Snyder and Goyer are both obsessed with "cool" one-liners that sound awesome in their heads and come out like absolute nonsense when spoken out loud.
