A lot of other anime tends to use blurs or speedlines. You'd probably see smears more often except that a lot of anime is known, outside Dragon Ball and Naruto style of shonen, for it's rather sedate pacing. Heck, most people who think of a distinction between anime and western cartoons think about the pacing, pauses, and timing related to Japanese storytelling when compared to western. When most characters are simply standing around or only occasionally taking actions, you don't have much need for action or rapid movement tricks - smears, blurs, or anything else.
