He isnt, he plays a similar role to Superman in his universe, but that is just out of contrast. The idea of a SOLDIER that went to war and killed nazis isnt as heroic as Superman. Anythong thinking that the "old school american values" are absolute true and absolute good is just wrong, Superman on destiled form is a hero's hero, pure superheroism, it's a stronger idea than a soldier that goes to war.
Billy Batson and Batman are strong ideas too, but they are still not superman, they derivated from him.
Is not about bashing Steve or Marvel in general. It's just that Steve Rogers personality and morals are nothing special in DC, he isnt more moral than Captain Atom, he isnt more motivated than Bruce, and he isnt a better person than Ted Kord, Dick Grayson, or Wondy.
By merit of being an american soldier he gets dirty.
