Seriously, back during V1, Blake and Yang only had a single interesting conversation, and it ended with Yang telling Ruby that Blake wasn't worth the effort to know. Blake ended up actually getting along with Ruby than she did Yang, but despite that, she ended up choosing to be Yang's partner anyway. They felt like leftovers from Ruby and Weiss' partnership, and despite having minimal interaction in V1, they were a very popular ship.
Ruby/Weiss I can understand better, since there's been more genuine scenes with them together in my opinion, but to a degree it comes off worst as a default ship. The first White Rose story I read was a week after the Red Trailer, before we even knew Ruby's name, the story just addressed them as "Red" and "White".
The reason people initially shipped them was because they were female characters standing next to each other, and they had good designs. That's it.
